"EUROPEAN CHARTER FOR RESEARCHERS"
The EU Commission’s approval of the European Charter for Researchers and of the Code of
Conduct for the Recruitment of Researchers in March 2005 marked one of the most significant
achievements in recent years within the framework of enhancing human resources in European
research. These documents particularly emphasize aspects such as the transparency of the
recruitment process, the ethical principles of research, continuous learning, professional
development prospects, social security and international, interdisciplinary and intersectoral
mobility, which are considered to be essential tools and values in a researcher’s career.
The Charter and the Code of Conduct are the result of wide-ranging consultation carried out
over a period of more than ten months and involving all European countries as well as a significant
number of stakeholders from within the scientific community.
In July 2005, following the signing of the documents by Italian Universities, Italy’s major
research bodies also decided to sign a joint Statement of Commitment for the implementation of the
European Charter for Researcher and of the Code of Conduct for the Recruitment of Researchers. This
undoubtedly marked a crucial step forward in the actual implementation of efficient and coherent
operational methods throughout the entire Italian research system.
At a regional level, AREA Science Park promoted the adoption of the Charter and Code of
Conduct by research bodies in the Friuli Venezia Giulia region. The documents were jointly signed
by the relevant parties at the 5th Annual Meeting of Coordinating Bodies.
Thanks to its active involvement in the implementation of the European Charter
in Italy, AREA has been invited to contribute to the European Commission Working Group “
Charter & Code Labelling mechanism”, through the participation of a staff
member of its organisation.
The Working Group was set up by the Commission in 2006 to identify a mechanism
to issue a label entailing a commitment by a research organisation to concretely apply the formally
endorsed Charter & Code principles.
The labelling mechanism should be based on the following principles:
-the labelling system should remain light, flexible and simple;
-Such a label, mainly based on the self assessment principle, will have to be complemented
by adequate monitoring systems able to ensure the respect of labelling criteria.
Lastly, and again in Italy, the Osservatorio Nazionale (National Monitoring Centre) for the
implementation of the Charter and Code of Conduct was officially introduced 6th July 2006 at the
University of Camerino in the Marche region. The Osservatorio Nazionale will provide
permanent monitoring of progress in Italy, while encouraging the exchange of good practices with a
view to implementing the Charter.
